Cypress to Legend 500 kV Transmission Line Project
Entergy Texas is planning to construct a new single-circuit 500-kV transmission line approximately 41 miles in length that will run through Hardin and Jefferson counties. The new transmission line will connect the existing Cypress Substation to the new Legend 500 kV Substation.
On December 12, 2025, the Public Utility Commission of Texas approved the Cypress to Legend 500kV Transmission Line.
The existing Cypress Substation is located approximately five miles northwest of the intersection of United States Highway 69 and Farm-to-Market 421. The new Legend 500 kV Substation will be located approximately 1.5 miles southwest of the intersection of State Highway 73 and SH 82.
Entergy Texas operates within the Midcontinent Independent System Operator, a regional transmission organization that manages the flow of power across its footprint. MISO has identified this project as subject to federal reliability standards. The project will increase operational flexibility, help meet the growing power demands of Southeast Texas, and increase reliability and resiliency during extreme events, such as Winter Storm Uri.

Field surveys for Cypress to Legend 500kV Transmission Line will begin in early 2026. Final engineering and materials procurement will be a focus in 2026, followed by construction of the new transmission line and substations starting in 2027. The project is expected to be fully energized by the end of 2028.
